I noticed that on this support forum that I don't always get 'last edit' at the bottom of the page when I edit. Almost like it's a timed thing. I was wondering if I could implement the same type of format into my own forum. How is it done?

If you go to your administration panel and go to the plugin library and look for "Hide Recent Edits" that might be what you are looking for. Once in the library, I just typed in "edit" (without the quotes of course) in the search box and the plugin came up.
