Help with making icon for my Forum.

I need a icon (.ico file) 256-color 16x16 pixel with URL to it, I can't make one because I'm only have my Andoid Smart Phone and I have tryed everything but this is something for a computer so can anyone help me out? 

I can send pics of what i would like look like.

Per our rules, we do need a link to your site and it has to be open to guests and as far as what you want it to look like, you should post the picture or a link to the picture here. 

I haven't done a ico image in a while and currently, the only thing I have is Gimp as a graphics program so I probably won't be doing this for you but if you provide the info above, I'm sure someone will come along that can do it for you.

Thanks but warning, being shrunk to a 16x16 image you can't even tell what it is: (I decided to do it for you. )
