disable "New Thread" button until items are checked off

Hi there! I was hoping to have a check list plugin created. This plugin would need the following features:
1. Can be assigned to a specific board / boards
2. An editable and CSS-formattable check list *
3. Disables the "new thread" button until all items in the checklist are ticked.
4. Makes the check list appear under the nav tree but before the thread list.
5. Does NOT use the default "new thread" button, as I have formatted my own.
*In particular regarding formatting, I would need to be able to essentially just use HTML & CSS to format and style the check list. I am uncaring about whether or not I need to use specific classes to do so, so long as I can format the check list 100%.
I can provide screenshots of my current setup upon request.
