Tim Camara, Brian, or whoever else is in charge of the rubrics for approving a plugin. As a suggestion to save both your time and developers time, the "export to library page" may want to indicate that a plugin will be rejected if it does not have pictures of it in action. Not that it's a big deal, it's just that one of my plugins was just rejected for this reason and I was not aware that was grounds for rejection. (sorry if this rubric is posted somewhere that I am not aware of)

In the case of extremely simple plugins such as the Background Snow plugin or the Flip Thread plugin a single graphic such as that will typically suffice, but for plugins that aren't immediately obvious you're more likely to have the plugin rejected with the default "this plugin uses misleading or irrelevant images" message. An image of the plugin in action is the most relevant image possible.
