Layout Template Loops and Variables

Are loops and variables that are found in templates available to all HTML?

I'm trying to copy the forum information and stats section of the home page to a custom page. Going into the Home template and copying it to an HTML box widget in a zone on a custom page only seems to half work. It looks like it builds everything right, but instead of actual information I get stuff like

Users Online in the Last 24 Hours

$[total_staff_online_24] Staff, $[total_members_online_24]

instead of 

Users Online in the Last 24 Hours

1 Staff, 2 Members


Is there any way to copy or modify those loops and variables? Where the heck are they really stored?

Template variables only work in the templates. Custom pages have access to "global variables" which you will see on the Html tab but nothing else.

Additionally info centre data is only available on the home page of the forum so attempting to display it elsewhere would not function properly.
