I am trying to add a basic banner to my forums header. Is this the right place to be? If it is where do I add the image? It's been a long time since I did this and ProBoards changed. I want it to be seen on all pages.

You'll want to go to admin > themes > colors & theme creator.
There should be a spot under the preset colour options for you to insert a banner URL / upload your banner. (:

Thanks, new problem. The banner is looping I don't want that. It's doing this: I put this #banner { background-size: cover; } But all it did was stretch it so it was blurry and gross. A long time ago we just had the image in the center with no stretching. That's all I want.

It's likely your forum is set to a fluid width or a width larger than your banner width, so small banners wind up repeating by default to cover the space. If you go to admin > themes > advanced styles & css, in the "visual editor" tab, select the Header (Top) option. Then select the "banner" option, and set the background repeat to "no repeat".
Note that "cover" is doing exactly what it is meant to do: it "covers" all available space. For smaller images, this results in blurry distortion.
