You can't really "unblur" a photo. The problem here is the image is small, compressed, and low quality. If I (or anyone else) were to attempt to edit this photo we would only increase the low quality result.
My advice is to find a stock image that is higher quality and size, and set the CSS to cover the background regardless of resolution instead of tiling. Personally I would also use .png images instead of .jpg as it's lossless.
