Like I said, this feature is already built in to proboards. go to profile->edit_profile->privacy Kami already covered why it's not covered by that, so I'll just agree with her response Yes. What's being asked for is a way for Staff to force ignores when people refuse to do it of their own volition.

Chris , I agree with your image's statements (even if you probably didn't intend for them to be able to be taken in the context that I take them). Staff being able to take action when individuals refuse to take action themselves is what this plugin will do. Should this plugin be created, Staff using it would be a consequence of their "action" of failure to be civil.

What OP wants is for staff to be able to prevent me and Bob from seeing each other, presumably because we are bickering and will not cease and desist, and therefore the choice is wrested from our hands. So what is preventing an admin group with edit_profile powers from explicitly doing so in each user profile? If one or the other changes it back, have something in your TOS related to this and just monitor them for a period.

But it's your forum, so give this a try...The settings should be fairly explanatory.. And as has been mentioned before, this is easily circumvented, so it may not be of much use depending on your members' know-how.

Well... it LOOKS good, but doesn't actually do anything (that I can see anyway)
I tested it by making "me" the "Member 1" and picking someone at random as the "Member 2"... it didn't block them from me. so, just to check and see, I deleted that pairing and put the random member as "Member 1" and put "me" as "Member 2"... still nothing.
(if it matters, I'm on a laptop, using the "desktop version" of PB, running it in Chrome {Version 58.0.3029.110 64-bit}).

It works fine for me in all browsers that I have checked, including Chrome... Can you test it in another browser?
It makes no difference which way around you list the member's, they should not see each other's posts or threads.
