I'll be frank: fiver is a cheap option and you tend to have two kinds of people offering services: a) people who are incredibly skilled, hard workers but are struggling to make ends meet; or b) people who are selling false promises and will give you exactly what you pay for (i.e. not a lot).
Overall, while I personally have never used fiver for promotion, I know people who have and it's mostly been person type "b". Website promotion of any kind is time-consuming work, especially if you follow contemporary practices that won't get your site flagged as spam or malicious by search engines. Think of it this way. Companies literally have millions of dollars or more set aside solely for quality online promotion -- SEO, advertisements, and the ilk -- so you need to look objectively at why someone's services, that could go for literally millions, are being sold for $5 (regardless of whether or not that's an hourly fee or flat rate).

I have no Problem paying for SEO Services is there something you could suggest ? Not from a personal experience standpoint, no, as I've never found the need to pay for SEO.
That said SEO services are expensive. You're not going to find good flat-rate SEO services, period. On average you are looking at $100 - $300 USD per hour (which is another reason you should be incredibly wary of anyone of fiver offering SEO services). You're going to need a budget of at least a few hundred for even a work day's worth of SEO services.
There are plenty of SEO services out there, just a few keypresses and mouseclicks away. Shop around like you would for any other large investment: look at user reviews, policies, prices, and whatever other statistics are relevant to what you need SEO services for.
