Can I use the JUSTIFY code in this HTML spot? [SOLVED]

I want to make it so the WELCOME section ends evenly on each line. Just like how the "justify" code works in posts. I was wondering if I could use a similar code to do that in html format?
So instead of:

Not sure if the coding I need it between makes any difference, but just in case here is the coding where the welcome description is written and where I'll need to insert the justify (or like) code. It would go before "Are you a fan of The Vampire Diaries?" and end after "Welcome to the site!":
