Starting from scratch.

My question is, how do you get members to join a forum when you're the only member on the forum? I'm literally starting from scratch. I have a great concept, which I'm extremely passionate and dedicated to. The forum is also easy on the eyes if you know what I mean. I find that most people only join already successful forums, but how do you start from the ground up? How do I get my first few active members? I'm completely lost..

I think it patience really and just lot of work. For some joining new forum isn't what they like but others that is what they look for. You just need to keep advertising, keep some post going on the forum even if it just small update to the work you doing on it or what you have planned, maybe a first five new members gift where they get bonus money/shop item/award (lot of plugins that can do this) and be honest about how its new and you eventually get someone interested in posting with you.

On that note, you should see if you can get it in Google's search engine. If people search for anything related to your board, it should show up in the search.
