Can this be done? Basically if a member tries to PM another member, it fails to send.

@henny4315 , this is already built into the forum. Go to Admin > Settings > Forum Settings. On the Forum tab look for these 2 lines and set them as follows: By setting the Restricted PM Post Count to a ridiculously high number, this prevents members from creating new PMs to other members. The 2nd setting set to Yes allows members to PM staff. The only draw back is it will not stop members who are already in a PM conversation to continue PMing each other, they just can't start new PMs.
