shiny username code

i found a forum where they got animated shiny usernames
i send a pm to who i think is the owner of the forum , on here , asking if they could tell me how to achieve such username effect basically
but the answer i got was absolutely useless, let's leave it at that

after googling i found this thread

i assume that is something that needs to be added to global header or footer or something
but it states it does not work anymore i believe

so what needs to be changed in this code mentioned in thread above for it to work now?

There's really no need for a plugin or header/footer to do this anymore as it can be accomplished purely by CSS.

Adjust the values to your liking. Like most CSS effects, the caveat is that this is only supported by browsers that support webkit (chrome and safari).

but even with adding this css to the theme css 
how would i apply it to usernames, individually ? as people would also want different shine colour as well, not all the same

right now i am adding all username effects with css in the global header area

I was made aware of this and actually Pebbles the response you received was that it was a private plugin. Meaning the plugin was privately contracted for them and as such there must be some agreement in place. Just because you find something you like on another PB forum does not mean that you are entitled to it. You asked, and they answered explaining the situation. Responding to them with a snarky reply and the threat of obtaining the code surreptitiously is not cool in the least. Be aware that if they discover the code is obtained by you in an not so upfront manner, they will have grounds for copyright infringement.
