Some forums with lots of members have varied levels of activity.
Each forum is different.

Doesn't necessarily mean that they'll be accepted. Some forums require you to be from a certain place. Restricting membership, or a request, is probably what some admins do. |

I'm certainly trying - creating an active and "successful" forum community in 2018 is almost impossible. I've been building my community since 2005(on and off, more on lately) and to be honest there's no way I'd be willing to start today and do it all over again. The amount of time and effort required for even a modestly active forum is overwhelming.
