You could create a single board that is sort of an 'OOC' board thing. But from my experience, it probably won't be used that all much if the RP aspects overshadow it. However, you could create a chatbox or something for discussion? On the site I RP on most often, talk about the canon is usually in the Discord. We have a chatroom specifically meant for such discussion, especially since many members don't want things to be spoiled for them.

What is the main focus of the board? Do you want people to talk about the series, or is role playing what you want to get out of the board most? Based on what you're saying, you want generalized discussion about the subject as the primary goal.
When you make the categories, put the general discussion above the role playing. This gives others the impression that "hey, this is what my forum's about; please talk more about this". You don't want to give people the wrong idea that role playing isn't important, but you also want to put more focus on what the forum's really about.
Then under the "meat and bones", put your role playing category down. This is your secondary focus.
