I think that would depend on how the dogs organise. Is there a hierarchy of some sort that would preclude "little dogs" from being a "top dog"? Like, "feature small dogs as something important that have their own special job to do" implies that a small dog cannot have the same dogs that big dogs have. Why is this?
In any case, some other jobs possibly could be lookouts / spies / double agents, advisors to the "big dogs", spokesdog for if they need to deal with other groups and it's not important enough for the "big dog" to deal with.

Well, I think we need more information than we have to go on. If there is no hierarchy then why are there "jobs"? I think you need to explain a little more about the way the society works and some examples of "jobs" and how they *contribute* to your fictional societal setup before anyone can further assist (:

Im sorry I dont think I can help with this. I asked if there was a hierarchy and you said no, then linked to a page that literally establishes a hierarchal system (leader at the top, vice, lieutenants, then all other job classifications which report to their respective lieutenants).
I am not familiar enough with canine rp to be able to speak eloquently on this especially considering my first question was already misunderstood, so I will bow out and hopefully someone else can assist.

I like what Kami mentioned previously: lookouts or spies sound like a good position for smaller dogs. Since they can't as easily defend themselves against larger dogs, staying out of danger is often more useful than getting into the fray. Besides, their smaller stature can often be overlooked by larger dogs looking for foes of similar size. They can stay low to the ground in camouflage, or get high up and remain undetected. Plus, they can squeeze into smaller spaces and that might help with infiltrating another territory or finding a place to hide for gathering information unseen.
I also like the idea of a spokesdog. Larger dogs probably don't see their smaller counterparts as intimidating, so a small character that can act as a diplomat or courier that relays info between gangs could also be useful.
