I'm going to completely overhaul a plugin and even change it's Display Name. Is it fair to say that the display name can be changed as long as I don't change the Plugin ID?

Yup. The plugin's ID is the determining factor in whether or not it's recognized as the same plugin. Everything else can be changed as you please.
