I'd like to request a plugin that adds the ability for staff to set permissions for both a forum and all of its sub-forums, their sub-forums, and so on (recursively) at once.

A plugin wouldn't be able to accomplish this as plugins cannot change admin area functionality. Their code only runs on the forum end.
