Mobile Layout is Plain Text??

I recently installed a new layout for my forum that's been giving me some guff. I've seemed to have since sorted most of the problems with the web layout, but one of my co-staff came forth today and sent me a screenshot showing me the mobile layout. It's just plain text. I checked, too, and got the same outcome.

There's not much I know about mobile layouts, but I know there's usually one there with some default colors and styling... not just plain text. 

Is there something I have to add to make it have a default mobile layout or is there something else amiss?

This was the same deal as the other forums that were experiencing this issue on desktop where the CSS was missing. This has since been fixed.
