PM Template to send to a specific user?

My site is no where near ready to become live. I was asked before to supply my forum for better assistance. You are welcome to visit it if you like but it's in shambles. lol.

Down to business.  

I had a question about the PM system.  I know you can click the PM button for a user and it will open up the message page to send a message. Is it possible to set up a PM that goes to a specific user to include a text template?

For example.

Let's say I have an Engineer Staff member that deals with technical issues. I click PM for the Engineer. It takes me to the message page with a template pre-loaded:

What issue are you experiencing? 

When did this occur?

How long has this been going on? 

Additional information? 


Once that's filled out you can send it to the staff member. The staff member wont change so the specific user number would be fine. Is that possible? I don't want the template to be sent to anyone else except for that specific user. This might be a far fetched idea... but it'd be so cool if you could do this. Thanks for the help!

Also, I have spent weeks browsing through the forum and I must say... you all rock! You all have done some amazing stuff. I appreciate you all very much at helping everyone build an awesome forum for themselves.

If possible, I would like it to be a custom link.  My idea is I'm making my own "store" so to speak. I understand that I can get a plugin for that... but that's a long story.  

Anyways... I have "medals" that are for sale. Each member can purchase this by using credits. I'm using the plugin wExperience; where when a member posts in the Role Play forum only... they get experience. I have renamed the experience to credits. So each time they make a post, start a thread or make a quick reply... they earn credits. This (I hope) will encourage members to write/role play in the forum. This in turn goes into my "Gift Shop" where members can buy solo medals for themselves, medals for friends and holiday medals for themselves and/or a friend.

I have setup a custom page with the baby squid layout. Each zone has multiple containers. Each container has the medal for sale with the item number and name of the medal in the header. EXAMPLE: "Item 001 - Heart Medal" . It has a display of the medal, credit price and description within the container. Under the display medal is a "Place Order" button that is (or will be) a direct link to a specific user that I will call "Store Clerk." At the moment I have it set up to go to my test member account and it works. Once the member clicks on "Place Order"; a new message dialog will pop up that will be sent to the "Store Clerk." That is where I was hoping to add a template to say:

ORDER PLACEMENT

Gift Item Number(s):

Who is this for? (Put self or the display name of member.)

Notice: Please allow 24 hours for the order to process. The store clerk comes and goes throughout the day! Once the order has been fulfilled, the price of the order(s) will be deducted from your credit amount and a message will be sent to your inbox with confirmation of the transaction.

Once the "Store Clerk" receives the PM... they will issue the medal to the receiving member and will then deduct the 'credits' from the buying member on their profile page. (It's a bit of work but I have a volunteer that has agreed to do this. Woot.) 

So that's why I wanted it to be a user specific PM template.

That's a little more text than i was anticipating, so one last question just so we can make sure you go the best route. Is this account only used for the purpose of the order placement?
