Sticky first post to top of thread.

Remember this code that you guys made to sticky the first post in a thread to the top of the page and add the green lines at the bottom to separate it from the other posts in a thread?

I have a few questions for you about it since I forgot.  Was there another code that made this board specific or is this global across all boards? Secondly, could I change the secret word from "sticky" to "published" ?
