Role-play forums seem to be hit or miss. Some people don't understand the concept at all. To someone who's never participated in role-play before, they might sit there thinking, "So, am I posting and pretending to be a cat?" I think all RP forums need to thoroughly explain the plot, which you did, but also have something that would explain the concept of RP to someone who's never done it before.
I find that RP on a familiar show or concept is easier to follow. That's why Harry Potter RP sites seem to grow rapidly. If I were to write and publish a Harry Potter paperback fan book, it would probably sell quickly. If I were to create my own characters and plot, it would take a lot more time and advertising to generate interest.
People also appreciate simplicity. If you don't already have one already, make an advertising thread on Proboards Support for Crystal Kingdom Cats. Try to summarize the plot in 5 sentences. If people are interested, they will visit your forum and read the longer plot.
Also, get opinions on the look of your forum. Don't take criticism personally. Let people give you opinions on the look and design. All themes can be edited, even if someone else made the shell for you. You are still free to adjust colors, fonts, and anything you want. People also want a forum that's pleasant on the eyes.
All forums are a constant work in progress. Feel free to change things and let them evolve over time.
