How do you enable more primary menu links?

For example; Home, Search, Members, Profile, Message, Rules, Create a Forum or other link(s).

From what you are saying, I believe you mean the links that are normally at the top or right below the banner on the forum.  

You can add and delete links to it by following these instructions:

Admin>Settings>Forum Settings>Navigation
 
Once there, you can add custom links.  You can also choose whether they are visible on desktop or mobile or both.

Hopefully, this is what you were looking for, if not then I'm sure someone else knows more than I do.

Since you posted this in the Plugin Development board, are you asking on how to do that in a plugin, or does Night's response answer your question?

I know this is old, but I use the Navbar Links plugin. It is easy to add links to the navbar and it also allows you to give them text and background colors.
