This is the first time I have attempted to run a discussion forum so am quite ignorant in this area, tho for the most part it is coming together quite well.
The main issue I am having is that members are not automatically notified of new threads. Most are not aware that they need to opt for notifications nor of how they would go about it.
I there any way new thread notifications could be set and they then have the option to turn them off?

Unfortunately, due to privacy issues, this will always be an opt-in rather than opt-out.
My best suggestion would be to either send a forum wide PM telling people how to do it, or create an announcement thread doing the same thing.

In short, no.
To elaborate, ProBoards is an opt-in service, so users must decide for themselves whether or not to receive notifications. There is also the matter of potential abuse: if a user decides not to opt into email notifications and the admin has the ability to override that, what is to say that those of an unscrupulous nature wouldn't do so? And finally, to be in compliance with GDPR -- which, while a EU requirement for sites servicing the EU (which PB does), PB has opted to apply to its entire service -- notifications must be opt in as a matter of legal compliance.
My recommendation would be to create a sticky thread in whichever board it is you keep important information detailing how to turn on email notifications, and then to set the URL of that as the "post registration" page in your admin panel forum settings (admin > settings > login & registration). Then, send a mass PM to your current users alerting them to the new thread to peruse at their leisure.

The "announcement" thread floats over the board depending on what category is clicked on, right?

teresaq - Yep! So to outline: 1. Create a new thread (I recommend placing it in a board where you keep whatever information is pertinent to your forum, like where you keep the forum rules). 2. In the top right corner of the posting box, there should be a cogwheel dropdown icon. Click this, and the option "Make Announcement" should come up. Make sure to select this, then create the post. 3. In Admin > Settings > Forum Settings > Login & Registration, there's a section that says "After Registration Page" with a text field next to it. Put the link to the thread into this. 4. Then send a Mass PM by going to your Messages, creating a new Message, and in the cogwheel dropdown on the top right (the same place you found the "Make Announcement" option for your thread), there should be an option that says Send All. I would personally make sure to say [MASS PM] in the message title so users are aware that it's not individually targeting them. Hope that helps!

Thank you In the same location as the email notifications there are check boxes for forum notifications. However it should be noted that you cannot get forum notifications for new posts or new threads. Those "notifications" exist in the form of the "new" text/icon next to the boards/threads that have received new posts.

Thank you It's in the same location: Profile > Edit Profile > Notifications. If they scroll down the list, they can see whether or not they opt in to receive forum notifications (note: this means a small indicator on the navigation somewhere, similar to the new message icon; new threads/posts are disabled since you have the new/old icons on the boards and threads themselves) or email notifications. For email notifications, they can select the frequency of the notification emails to suit their preferences. There are multiple options here -- notifications for new threads posted, notifications for being tagged or quoted, PMs, etc. They can also do board-specific notifications buy scrolling to the bottom and pressing the "Add Board" button to modify the notification settings just for that board. So for example, if you wanted to get notifications for the whole forum with new threads, EXCEPT the guest board, you'd add the guest board here and deselect new thread notifications. Does that make sense?

What article are you referring to? Are you referring to the Help Guide article Managing Your Notification SettingsThe second paragraph explains the two columns in the notification that affects forum and email notifications.

2. And on the "Profile > Edit Profile > Notification" which is a one shot deal.

The overall option is a one shot deal but on the same page can have board-specific notifications should the user wish. I urge you to navigate to the very bottom of the Profile > Edit Profile > Notification page and look for the "Add Board" button. Your users will NOT have to navigate to each individual board to set it. Screenshot here: prnt.sc/nbah3t As for the URL, can you make sure that you are posting the full URL, starting with http:// and ending with /thread/XXXX/thread-title-here, where XXXX represent the numbers that appear after your forum URL when viewing a thread, and thread-title-here representing the actual thread title?

Yes, I understood they didn't have to check each category. Or they could.
I copied it from the addy bar and pasted it, but both times it disappeared. So I did a run-around and posted the essential forum thread instructions in the registration welcome. If I'm not making much sense I'm sorry. I'm really tired.

Okay, perhaps I misunderstood the "too much work for busy people" comment then!
Can you double-check that the URL doesn't have a double http:// ? On testing, it looks as if the pre-populated http:// to show you can put a link in the field is not automatically removed upon pasting a link that already includes the http:// -- since the double makes it invalid, it's automatically removed.
