Post Quarantine Plugin Add-On: Only notify once approved

Basically the post quarantine plugin is amazing imo, however whenever someone quotes/mentions another user, the quoted/mentioned user gets a notification about it and when they look at the post it's invisible still, and I believe this isn't so convenient. My request is that only when a moderator/staff member approves of the post, does the quoted/mentioned user get notified about the post. Is this possible, because if so it would be pretty cool.

Post notifications are controlled serverside, and are out of the realms of plugins.

So I'm afraid not. A plugin cannot block a notification. Sorry.
