Hey. How would I make it that "if in the first post of the thread there is no image, then the first post of the thread cannot be submitted. however, if the first post of the thread does have an image, then the first post can be submitted"?

This wouldn't be possible with a template modification, there's no way to target the actual content of a post / change the behaviour of how posts are submitted.
It might be possible via javascript, but I'm not sure whether or not it would be allowable under development guidelines; a plugin creator would have more insight.
