I found one plugin for this and I cannot get it to work. I suspect it is due to the problem of retrieving a .wav file from Dropbox...
Anyway, it might actually be simpler to use an uploaded file so no external links or external site access is needed.
This issue is that there needs to be some sort of notification to me as admin that someone wants to chat. Unless the shoutbox is on screen, I have no clue someone a chat message has been entered.
The feature can be really simple. Include 2 or 3 selectable simple sounds, and have an on/off control for users who don't want to be bothered. In my case, it is a small community and it is not like dozens of folks are chatting away. But when one does come along, I would like to be notified of a new chat message no matter where I am at in the forum.

I used to recommend using Dropbox for this purpose but they disabled direct linking to files some time ago.
It's not possible to upload an audio file as part of a plugin so I'm not sure if default sounds can be included. It might be possible to convert audio files to Base64 encoding so that instead of requiring a link the plugin can use a bunch of text that gets interpreted as the sound file but I've never tried it with an audio file before. I think even just one second of heavily compressed audio encoded into a string would still be thousands of characters long and there's a character limit on most of the areas the plugin would have to store that data.
