I hope that I posted this on the correct board.
I am looking to make my own icon images. Does anyone know of a software or website that is for making icon-images?

Probably would have been better in the Graphic Design board since it's not specifically discussing forum management, but its OK imo. A mod will move it if needed.
There are plenty of image editors out there (where you can create images of any size, not just icons), but they all depend on your a) familiarity with image editing and b) your willingness to learn.
1. Photoshop. This is the industry standard, and Adobe Creative Cloud has a Photoshop-only option if you don't need the entire suite of software. This is however a paid option, and I believe the cheapest plan is $10/mo. Photoshop can also run very slowly and is a resource hog, so if you have an older computer I wouldn't recommend it.
2. GIMP. This is the Open Source alternative to Photoshop. It's free, which makes it a bit better, but the downside is that the interface is a pain to deal with. It has also historically been a resource hog and difficult to run on older computers, but I haven't used it in a few years so that might have changed.
3. Photopea. This is an off-brand website that mimics Photoshop in a more simplified form. It is free, albeit ad-supported, and has most of the functionality Photoshop has to offer without the cost. I fire this up when I can't be bothered to wait for Adobe to load all of its extra bells and whistles before I edit a single image.
There are probably more, but these are the ones I would give my seal of approval on as a (semi-retired) graphic designer.

When you say image editor are you talking about: Paint 3D or Photo Pad Image editor? Does my icon question fall under the searching for icon creating graphic design websites? Image editor is the type of program. Paint 3D and PhotoPad are both brand names, the same way Photoshop, GIMP, and Photopea are brand names. Like "tissue" versus "Kleenex".
GIMP is also free, if you want something installed rather than working off of your browser, unless your computer is very old.
I don't understand your last question, though.

In theory, you could use them. You could even use Microsoft Paint. Any image editor has the capability to do so.
However. It is not optimised for this use and seems to be intended to be used for illustrating more than graphic design. I personally would not use them for this purpose.
