Plugin Used Here for Bumping Threads?

After I encountered a member on my forum who thought it was a great idea to post thirteen times in a single thread in the span of about an hour, I decided to want a plugin that would disable posting access for members so they don't post spam like that person did.

I saw the Posting Limits plugin, but I don't know if that's the plugin that PB Support staff used for the advertisements boards, for example. Help a girl out here: What's the plugin that was used, and how does someone like me use it?
