Someone is banned...but is not

We run a dynasty baseball league through the forums and it seems that someone is getting an Error 1008 code that the owner of the site has banned them from the site.  The problem is we haven't banned him.  Not sure whats happening but he can't login to the site anymore.

Thank you for the additional information. This IP has been banned system wide for malicious activity. It appears the user is using a VPN or something similar, I would suggest they request a new connection that is not banned.

Is there a chance that someone "hacked" this person and used his IP maliciously. Hes not really a tech savy person, he doesnt even know what a VPN is lol
