We have gluten free everything in my house since my wife and kids have Celiac's disease.
I have non gluten free shampoo, but no one else uses it.
Overall, I agree with the Mayo Clinic, but I am willing to bet there are some exceptions. My wife would seem to be one. We cut all gluten out of her diet years ago, but she kept getting sick and they had to keep putting her in the hospital. Finally, we changed shampoos, etc. because they were concerned about how sensitive she was. Since, she has been fine.

Didn't know they made shampoo, gluten free. I always liked to joke around with foods and drinks, that state "Gluten Free", when you should know it is already gluten free; but I seriously didn't know they made shampoo that way too.

When it comes to food there's a lot of food that is naturally gluten free but might be processed or packed in an environment where wheat is also handled. For those with especially sensitive allergies this kind of cross-contamination can make them very unwell, so when something is labelled as 'gluten free' they know it's been processed and packaged in a wheat-free environment.

The skin is the largest organ & susceptible to toxins. Gluten isn't a toxin but eating it does cause severe problems for people with celiac disease. According to the Mayo Clinic, absorbing gluten via the skin is a non-issue. www.mayoclinic.org/diseases-conditions/celiac-disease/expert-answers/celiac-disease/faq-20057879I trust the Mayo Clinic, and I doubt anyone would accidentally swallow shampoo. I think the normal reaction to getting some in your mouth would be to immediately rinse and spit. The gluten-free water thing is hilarious, though. No, it's not a toxin per se but for those with food intolerances, it can act like one. Examples: peanuts. Most people eat it fine, but for those who are allergic, their bodies (inside & out) can react strongly. Even if they kiss someone who ate peanuts. Some people are just more susceptible.
