I need specific fields for registration so I can approve members based on the information given. Is this something that's available or can be achieved by a plugin?

The content of the registration pages cannot be modified in any way. There's currently no way to achieve exactly what you're looking for.
The closest possible thing available at the moment is to restrict registration and allow users to specify a message to go along with their registration, then accept or reject their registration based upon whether or not the message they entered met your criteria.

Oh that's a shame. Is there a way to bring the message box to an earlier screen so it's not after they have registered? Or make it mandatory?

Thanks You could potentially have it show first thing after they login for the first time based on if they've filled out said fields for a plugin. Of course, it would be bypassable if their javascript is turned off but could at least be a barrier of entry for normal users.
