I personally prefer forums. They are a lot more customizable and I detest Facebook, so there you go.

It depends what for, and what your intended users would prefer. I’d personally always prefer a forum and it would have been so much more useful for an offline club I used to run, but all of the people involved were on Facebook and it was so much easier to get them engaged with something they were familiar with. Very few were regular forum users or had much experience with them before the social media era. If it was for an online community and the intended members were already used to using forums or were avid internet users, a forum would give more options.

I liked Facebook circa 2004 when I had my .edu email address and it was only open to college students. It then became a jumbled mess of fake news, conspiracy theories, people lying about their lives, and people giving bad medical advice. People seemed to post things strictly for the purpose of getting "likes" and didn't value sharing genuine, thoughtful content. Because of that, I haven't posted on Facebook in over 3 years. I will always prefer the forum experience.

It really depends on what you are trying to do, and what the "solution" is for. Personally, I prefer forums for connecting with people I don't know yet, and Facebook for keeping in contact with those that I know in my personal life. Admittedly, over the last few years, Facebook has evolved into a cesspool of misinformation and arguments for the sake of argument, and it's deterred me a bit from being there.

It really depends on the reason you are asking. For me, discussion in general is better on forums. But, I find support groups on FB for various things like CLL (Chronic Lymphocytic Leukemia) a helpful group to be in on FB. I guess it really depends on what you are trying to accomplish. I know several very popular forums that also have Facebook groups. So, that's a thing you could try if you really wanted to.

For me, forums are more personal, more discreet and better for discussions. You can set up boards and categories, much more practical than FB. But it all depends on what you intend it for.
It's not difficult to set up a forum, I have had one for years and years (not over here, over here I'm new) but just create one and check it out.
