Options Dropdown is Obstructed

Hello! I recently created a theme for my site. I didn't notice till I put it live today that there was an issue with the options cogwheel on the posting page.

I'm not sure what exactly I did with the coding to cause this to happen. Any ideas that will bring the dropdown to the forefront would be appreciated. <3
