You can probably accomplish this using the plugin posted here assuming the publicly shared link is the same as the link used in the embed you've posted



To do this create a new allowed domain in the plugin for drive.google.com with file and preview in the path and resourcekey= in the query and  allow-script and allow-same-origin selected in permissions

If you mean how do you install a plugin on your forum that has not been submitted to the online library then see the following:

If you mean how do you upload a video to Google drive then unfortunately I cannot assist you there since I am not a Google drive user.
