Just want some thoughts on my method for allowing member to have multiple accounts and checking them. The I way I'm setting this up is:
Requiring members to first register a main account and then complete a Check-In form where they answer 3 questions. This must be done in 3 days of joining. Then, if they want to have additional accounts, they must have a preauthorization or prenotification for those accounts, plus they must complete the appropriate Check-In form for their account(s), where they can show a tie their main account. Not all account types will have same level of permission. The Check-In form lets me know what permissions to assign an account.
I don't know if this is over doing it or not, or if it's just right. The goal is to try to weed out trolls and spammers as possible. At the same time, let legit members enjoy the ability to have multiple accounts, if they want, for plausible reasons.
What are your thoughts?

Not enough info: what "plausible reasons" are there to have multiple accounts that would be easily confused with spam accounts for you to necessitate weeding out the latter?
On the surface this seems incredibly unnecessary and more like work as opposed to a good time on a forum for fun especially with a time limit. For example, I don't always have time to jump into a forum when I join — I may join during the work week, as a for instance, and need to wait til the weekend to start participating; or I may join and be called away by offline responsibilities for an indeterminate amount of time.
Without additional context of why multiple accounts would be used / necessary and why the accounts could be confused with a spam account, it's hard to say whether or not the mitigating actions are proportionate.

Ok, here what I drafted, changed it just a tag. Hopefully this gives a better picture:
Registering Accounts ~ If you wish to have more than one account, the first account you register must be your Main Account; a.k.a your Citizen Account.
~Any additional accounts that your register; Character or Special account (like a writers account for the writer's board), must have pre-authorization or prenotification prior to registration, and must be able to show a link or trace back to your main account.
~ For every account that you register, you must complete the appropriate Check-In Form for it at [Account Check-In board] within 3 days, so that your account(s) can be granted the appropriate access. Accounts that do not have a completed Check-In Form within 3 days, will be deleted.

I want to try put in non-confusing way and to not is not make it too much of a hassle, but I'm starting think this may be both.

It's an imaginative and creative general forum where people can chat, play games, and do other fun and creative activities while being anything they want to be; role-playing not necessary nor required.
My forum may seem it is an RP, because of my forum's Introduction post, the way I have things set up and the descriptions of some the boards; but it is not RP forum. I do, however, have a place for where people can create RPs, if they want to do something like that.

So in my opinion this is too much for what you're looking to do. I would just say that if people want to create a secondary account to simply use their global account to do so. That way you can monitor new accounts by seeing if they use the same global account as another user. No muss, no fuss, no deadlines.
Of course this doesn't help you distinguish between legitimate new accounts or spammer new accounts, but you can at least monitor duplicate accounts this way.
