Making a plugin editable

Silly question, but when I'm creating a plugin, how do I make sure that the plugin is editable by anyone with the appropriate powers to do so? I've noticed that my own name gets filled in when this happens, but I'm unable to edit plugins made by other staff members on my forum unless they manually add me.

But, plugins I've gotten from the plugin library are overall editable by anyone with the appropriate group, so I'm not super sure where to toggle that.
