I am using a template, and I have tried before reaching out to the creator and the admin on the site, but I have not gotten any success. 
But when I go to move threads and posts, it shows this:




All of the permissions are correct, and I had to add a code to the checkmarked boxes from their page as well. I am just at a loss.

I'm assuming you switched to another theme, and the issue disappeared, leading you to conclude that the fault lies with the theme.

I'm not sure if any of the information in this thread regarding those gorgeous but very, very old themes from Punki will help, but give it a try.

Exactly! I don't want to keep switching themes to move boards, but I will check out the thread. 
If there is no solution, then I will let you know.

The information did not help, unfortunately. Is it the coding in the thread that is not allowing me to moderate them?

My recommendation at this point would be to copy the current thread list template and save it in notepad or something, then reset it and see if you get the error. If the error persists, there's a different issue with the theme; if it resolves, then it's something specifically in that template.

Unfortunately, the template heading says:

(emphasis mine) I don't super feel comfortable altering a template wherein the creator explicitly said not to. Punki hasn't (as far as I can see) logged into adoxography for a couple of years, which is always the downside of using a third-party theme.

It adds back the checkbox functionality to the template... I am not 100% confident this will address your issue, but it's the only thing I can see that seems to have helped folks.
