Are you looking for something for yourself to upload your game files? Or other people upload files too? If it's the ladder, I can help you there! If, its the other. I wouldn't be able to help you with that. If your upper limit is 23MB and you're a developer, have you tried GitHub?
GitHub doesn't have hard limits per se (aside from if you egregiously abuse them), and based on your needs and [admittedly somewhat vague] requirements, you might do well there to start out.
