Did you know that the pagination bar "stickies" itself to the top of the screen once you scroll past it? I am not sure what having a duplicate at the bottom would add to it, but if you are still wanting it, someone who knows coding may be able to provide you with a code for that. Please bear in mind that coders are volunteers here, so you may or may not get an immediate response.

FWIW you can have both using the above plugin. Some people may not find it intuitive that the pagination stickies itself :)
