My Gmail is offline and I need some assistance

I am trying to access the list of filters and blocked addresses on my Gmail account

To get there, I need to get to the settings- but when I try to go there, I get the message that the settings for Gmail are unavailable offline.
I don't quite understand it, because I have been getting and sending messages fine- which must mean I am actually online, right?

Have you tried clearing your cache on your browser? Have you restarted your computer, router/modem and tried again? If none of those work, try clearing cookies. Login into your Gmail again, and try again.

If not, you may need to contact Google support and see what’s going on there. I can access my blocked settings just fine myself.

But, try that and see what happens.
