Clarification Please

I have read that by ticking the box to the right of a plugin it removes the plugin. I have also read that by ticking the box it enables the plugin and my not having it ticked it disables the plugin.

So what is it?

If the plugin is ticked, it is active. If you untick the plugin it does not remove it, but it does disable it. The only way to remove a plugin is to click on the x to the far right of it in the Admin panel.
