How should I go about hiring a admin when starting my forum? Should i consider myself an admin until my moderators are ready?

I've had my forum for almost 22 years and I'm still the only admin. My moderators can't do anything I can't undo in the event they make a mistake. This includes my significant other. He's the love of my life, but just a moderator. I gave each of my mods access to different things based on their skills. Because my significant other helps me design plugins, he can access the plugins, but other mods cannot. Appoint mods based on their skills, your level of trust with them, and forum necessity. Never ever appoint a stranger to be a moderator or admin.
