Flood Guard and Symbol Removal

You know those icons - , etc, I would like a code that can eliminate these icons from my message board?

I would also like a code that acts as a flood guard (Makes a user wait 12 seconds between each thread/post), there is a double post guard but only works if the posts are identical.

2) Incorrect, the content of the post does not have to be identical at all. It's 15 seconds regardless on all ProBoards.
