Inappropriate ads started appearing around the same time parents stopped watching TV with their children. It's a pity my mother didn't want to watch 24 seasons 1 through 6 this summer from 12am-4am everyday with me. ;D

.... You did realize that the advertisements are directed specifically toward the audience they're expecting, right? Comedy Central and Spike TV, especially at night is directed toward men. Thus, you get Girls Gone Wild advertisements like crazy. It's sort of like complaining about the MIT and ITT tech advertisements that are aired during the day and aimed toward people who are sitting around their house wishing they had something better to do with their days, or complaining about commercials for candy or toy cars coming on during cartoons.

They're not allowed to play those ads during the day. So... yeah, that's when you'll see them. It's the only time the advertiser can play them.

I suppose I haven't seen the particular advertisements you're talking about (I'm not much of a TV watcher...), but I don't think that ads like that at that time of night are a problem. If they're on too early, parents should make sure that their children aren't watching those channels at that time (what a crazy thought, parenting!), and otherwise I think people need to decide what they want more - to watch the show or to not watch the ads. Alternately, as has already been mentioned, you can flip the channel during commercials...
Running a channel is a business and you don't have to take the product they're 'selling' if you're not happy with the 'cost'. (In this case, the product is the show and the cost is the advertisements)
I also agree that it's sad that there are so many girls who will so willingly participate in things like that, and yeah, it does have a poor reflection on those girls... but they've brought that image on themselves, and it has nothing to do with other women or women in general, so it's not something I'm bothered about. Their personal devaluing does not bring me down.
