The proposed plan is to have new members sort of be screened in an introductory part of the board, then be given access to the rest of the board at a later time.

There's no way to do this automatically by group. The only suggestion I can think of is to restrict categories that you don't want new members to have access to by post rank. If you go to your admin panel >> modify categories, you can hide by post rank there. If you make a rank below a certain number of posts unable to access these categories, they will be hidden. You would have to manually add new members to a member group in order to do this same thing with a member group.

Another suggestion is to make passwords on some parts of your board that you don't want access to by members, or guests browsing. If they ask you can just say for security reasons for you and others access to this part of the board is for full members and that may give them incentive to post alot to become a full members
