I have a few users reporting this issue as well, and at least one of them is on Windows (7, on Firefox). This may very well be a different issue, as I have only been able to recreate this on OSX successfully. Have the user try clearing their cookies and cache first.

Hey, this is happening for me too in windows 7 64bit firefox (23.0.1), but working in Chrome.
No success with cookies & cache.
I only noticed because another member reported it - will find out what OS/browser they're using soon
- Also, it actually works for me here on the support site, but not on any of the five other sites I've tried
-- They let me know they're also on firefox

Both of the Windows users reporting this problem are on Win7 using Firefox. Clearing cookies & cache didn't help.

I have a couple guesses about what the problem could be. If you click twice rapidly on the Next button, it won't scroll, because we have some code in place to interrupt the scrolling mechanism when mouse clicks or keyboard presses are detected.
Whatever the cause is, thank you everyone for your reports. We have filed the bug in our system and will work on it soon.
