How do I place the Banner/Welcome Table under the advertisement?

But I think I did something wrong because the navigation bar is on top of the advertisement while the Banner is below it.



How do I fix it?

Could i ask what plugin you used? I use the sidebar plugin, and it works fine with that.

Ah. It isn't as described in that topic. I would post in that topic, and hopefully the developer of that plugin can take a look.

I'm not sure what you're asking me to do.  Wait for the writer of that plug-in to make changes?

I don't have access to modify that plugin. Only Peter [who wrote it], can do that. So what you need to do is make a post in support.proboards.com/thread/429342/welcome-header-ad-updated-2013 and explain the problem, and hopefully he can rectify that issue.

I don't know of another plugin to move it. The sidebar redux plugin can do it, but i wouldn't recommend using it unless you are going to use the sidebars.
