Hi greentea, Unfortunately this would be something that isn't really in the technical support umbrella, but if you didn't have luck with the graphic design area here there are a couple of different communities that I can suggest that are good with graphics; namely adoxography.boards.net/ & smangii.proboards.com/ off the top of my head. It looks like the effect you're looking to replicate should be relatively easy to do though

I know how to re-create it with photoshop, though unfortunately that's not a program that's installed on my computer here at the office. Sorry. One of the two forums I linked to should be able to help though

I was going to offer to do it for you but I just noticed that there is an actual effect on the image, besides the simple cropping and text addition.
I can attempt to duplicate it if you want to but I won't promise a great result. (I know how it's done but it's not an effect I use so I would have to re-learn it)

If you don't have a filter that does it, You can do it manually with the smudge brush on a new layer and a small amount of Gaussian blur. Just blend the original and smuggled together and vary the opacity to get the result you want. It's best to so it with a Wacom tablet and pen and make sure your pen strokes follow the lines of the original image. Use low pressure and a low area on the smudge tool.

Pretty much! I've done it once and without a filter that automated the process it was a pain. I'm sure there are easier ways out there but that's how I've been able to duplicate that result in the past.
