We have a user named bullygirl979 whose username does not show up in the drop down user lists used for searching by username or for PMing people. It appears that all usernames starting with B-U-L are having this issue--we have several, and none shows up when entering those first three letters in any of the username searches. Tagging the user does work, so this is not an issue of the username not matching display name.
To replicate, try creating a new private message. To add a recipient, you have to type their name in the recipients box, but you can't select someone unless the search finds them, which it will not for this username. All other username searches (like in the search feature) are also finding no usernames starting with BUL. This means this user cannot receive PMs.
